This level is characterized by independently performing a variety of assignments relating to the inspection, counseling, and guidance of tenants or landlords to ensure each rental unit is in compliance to Federal standards and by participating in the conduct of rental market surveys to determine fair market rent.
There is one (1) immediate, full-time vacancy with the Office of Housing and Community Development in Hilo.

Examples of Duties Informs, interprets, and explains the purpose and objectives of the Housing and Quality Standards program.
Annually inspects and periodically re-inspects units to ensure timeliness and compliance with Housing Quality Standards.
Informs landlords and tenants of what is needed to bring their units up to Federal Standards and re-inspects units to ensure compliance.
Provides inspections based on tenant or landlord complaints regarding non-compliance with Federal guidelines and advises actions to be taken and time schedule to complete repairs.
Maintains regular contact with property owners or tenant occupants to oversee the progress of their repair effects and advises and assists them in accomplishing their repairs to conform to applicable codes, ordinances, and standards.
Conducts and compiles rental market surveys to determine availability, comparability, and Fair Market Rents of units.
Determines if rent is comparable to other unassisted rental units.
Receives leases and reviews lease forms for compliance with regulations; makes initial determination of leases acceptability.
Sets up briefing appointments; prepares informational packet; conducts individual and group discussions with families on housing rights and procedures; advises landlords of their requirements; explains contract and lease agreement provisions to families and landlords.
Processes the HAP Contract.
Maintains the file of executed contracts and performs other related tasks incidental to the processing of applications and reporting of progress.
Determines validity of damage claims through inspections done when a family vacates.
Mediates tenant/landlord disputes (over repairs or initial approval) and recommends rental rate adjustments as necessary.
Resolves technical questions regarding Federal Standards, Land Use Code, and Building and Housing Codes.
Performs other related duties as assigned.
Minimum Qualification Requirements Training and
Experience:
A combination of education and experience substantially equivalent to:
graduation from high school, and three years of work experience in real estate, construction, or program compliance work, and possession of a valid State of Hawaii driver's license (Class 3) or any other comparable valid driver's license at time of filing.
